Board of Trustees Meeting on December 3, 2007

AGENDA

Approval of Consent Agenda:

1. Payment of Bills

2. Approval of Minutes: 11-19-07

3. Review of a six-month budget analysis versus actual revenue and expenditures as related to Township funds, submitted by Ken Palka.

Approval of Regular Agenda:

4. Request for appointment of Doug Brown to the Planning Commission to complete the unexpired term of Don Pobuda.

5. Request to accept the resignation of Doug Brown from the Zoning Board of Appeals.

6. Request for approval of special use application, impact assessment and sketch plan for a proposed 24 hour drive-through for a White Castle Restaurant to be located at 3832 E. Grand River, Sec. 5, petitioned by White Castle Michigan,LLC.

7. Request for approval of a new on premises banquet facility permit with dance/entertainment permit to be located at Johnson Center, Cleary University, 3750 Cleary Drive, Howell, MI 48843, Genoa Township, Livingston County to be held in conjunction with 2007 Class C licensed business with dance/entertainment permit, located at 7707 Conference Center, Brighton, MI 48114, Genoa Township, Livingston County.

Supervisor McCririe called the regular meeting of the Genoa Charter Township Board to order at 6:30 p.m. The Pledge of Allegiance was then said. The following persons were present constituting a quorum for the transaction of business: Gary McCririe, Paulette Skolarus, Robin Hunt, Todd Smith, Jean Ledford, Steve Wildman and Jim Mortensen. Also present were Township Manager Michael Archinal and two persons in the audience.
A Call to the Public was made with no response.

Approval of Consent Agenda:
Moved by Smith, supported by Mortensen, to approve all items listed under the consent agenda. The motion carried unanimously.

Approval of Regular Agenda:
Moved by Ledford, supported by Wildman, to approve for action all items listed under the regular agenda. The motion carried unanimously.

4. Request for appointment of Doug Brown to the Planning Commission to complete the unexpired term of Don Pobuda.
Moved by Hunt, supported by Smith, to appoint Brown to the Planning Commission to a term expiring 06/30/09. The motion carried unanimously.

5. Request to accept the resignation of Doug Brown from the Zoning Board of Appeals.
Moved by Mortensen, supported by Smith, to accept the resignation of Brown from the Zoning Board of Appeals. The motion carried unanimously.

6. Request for approval of special use application, impact assessment and sketch plan for a proposed 24 hour drive-through for a White Castle Restaurant to be located at 3832 E. Grand River, Sec. 5, petitioned by White Castle Michigan, LLC.

A. Disposition of special use permit.
Moved by Ledford, supported by Wildman to approve the White Castle petition for a special use permit for a 24 hour drive thru. This action is consistent with the Township Zoning Ordinance and with activities going on in the PUD including the 24 hour per day, seven day per week operation of WalMart. The motion carried unanimously.

B. Disposition of environmental impact assessment.
Moved by Skolarus, supported by Ledford, to approve the impact assessment dated 11/26/07 as submitted. The motion carried unanimously.

C. Disposition of sketch plan.
Moved by Hunt, supported by Smith, to approve the sketch plan provided that all requirements of the 10/15/07 letter of the Brighton Fire Department are complied with. The motion carried unanimously.

7. Moved by Skolarus, supported by Ledford, to table the request until the next regular meeting of the township board. The motion carried unanimously.

The regular meeting of the Genoa Charter Township Board was adjourned at 7:45 p.m.
