Minutes:
A regular meeting of the Genoa Township Board was called to order by Supervisor Murray at 7:00 p.m. at the Genoa Township Hall. The Pledge of Allegiance was then said. The following board members were present constituting a quorum for the transaction of business: Robert Murray, Paulette Skolarus, Robin Hunt, Gary McCririe, Jean Ledford and Craig Jarvis. Also present were Township Manager Michael Archinal, Township Attorney Rick Heikkinen and seven persons in the audience.
Moved by McCririe, supported by Ledford, to approve the Agenda with the addition of a request for approval by Willow Creek and a revised fire contract with the City of Brighton. The motion passed.
A call to the public was made with no response.
Request for approval of a special use permit and environmental impact assessment to construct a public safety radio tower at 3535 Grand Oaks Drive on 3.5 acres in Section 08, Livingston County, as recommended by the Planning Commission (05-10-99).
A. Disposition of Special Use Permit.
Moved by McCririe, supported by Skolarus, to approve the Special Use Permit for a public safety radio tower at 3535 Grand Oaks Drive at a maximum height of 419'and that it be sky white in color, similar to the Cracker Barrel. The motion passed.
B. Disposition of environmental impact assessment.
Moved by McCririe, supported by Jarvis, to approve the impact assessment as presented. The motion passed.
C. Disposition of site plan.
Moved by McCririe, supported by Skolarus, to approve the site plan conditioned upon the following:
- subject to FAA and FCC approval;
- the petitioner shall provide an agreement, satisfactory to the Township Board and Attorney, that allows co-location for public uses and private uses as space is available;
- there shall be no signage on the tower;
- the petitioner shall not be required to landscape or brick the structure associated with the tower.
The motion passed.

Moved by Jarvis, supported by McCririe, to approve the site plan landscaping design and the as-builds dated 05-05-99 as submitted. The motion passed.
Request for approval of the environmental impact assessment (05-11-99) corresponding to the final site plan (05-11-99) for North Shore Phase VII in Section 20, North Shore Development/Boss Engineering, as recommended by the Planning Commission 05-10-99.

B. Disposition of final site plan.
Moved by Skolarus, supported by Jarvis, to grant final approval of the site plan contingent upon the township planner monitoring the grading around the tree stand in the area of lots 139-144 and lots 148-150 to comply with the limits of grading as depicted on the plan dated 03-01-99. The motion passed.

A. Disposition of Special Use Permit.
Moved by Ledford, supported by Jarvis, to approve the special use permit for outdoor storage of cars and light trucks and limited painting operations, limited to the building that is currently in existence, and shall not be expanded, meeting the requirements of MIOSHA OSHA EPA and the DEQ. The motion passed.
B. Disposition of environmental impact assessment.
Moved by Skolarus, supported by Hunt, to approve the impact assessment as presented. The motion passed.
C. Disposition of site plan.
Moved by McCririe, supported by Ledford, to approve the site plan with the following conditions:
- the township engineer review and approval of all plans and specifications;
- the petitioner acknowledges the R.E.U. connection fee and accepts that calculation for water hookup as determined by the township engineer for both Phase I and Phase II;

Moved by Ledford, supported by Jarvis, to approve the Minutes of the 04-19-99 regular meeting of the Board correcting the spelling of McNutt. The motion passed.
Moved by Skolarus, supported by Jarvis, to authorize and ratify the filing of the complaint in circuit court against Crest Housing, Inc. & Christopher and Diana Wyman seeking an injunction (a) to compel removal of the modular (mobile) homes and manufactured homes (Cape Cod) located on the 5+ acres commonly known as 6241 E. Grand River, Genoa Township that were placed on the land without approval of the Township and (b) to prohibit future location of the manufactured homes on said parcel without an approved environmental impact assessment, site plan and Special Use Permit by the Township. The motion passed.
Moved by Skolarus, supported by Hunt, to allow the Zoning Administrator to use his discretion in the location of driveways for side yard entry garages in the North Shore Development. The motion passed.
