Board of Trustees Meeting on January 21, 2003

AGENDA

1. Presentation of a plaque by Karleen Shafer and Irene Cahill to Genoa Township for the perennial Garden on the Genoa Township site.

2. Request for approval of a conceptual PUD plan corresponding to a PUD agreement, rezoning, impact assessment and site plan for a rezoning of .69 acres, located on the northwest corner of Grand River Ave. and Euler Road, Section 13. The request is to rezone property from IND (industrial) to OSD (PUD) (office service PUD) petitioned by Grand Euler Inc./ Ron Godair.

A. Disposition of conceptual PUD plan.
B. Disposition of PUD agreement.
C. Disposition of Impact Assessment.
D. Disposition of rezoning request.

3. Request for approval of an amendment to the Road Improvement Advances Fund #264 as submitted by Skolarus.

MINUTES

Supervisor McCririe called a regular meeting of the Genoa Township Board to order at 7:00 p.m. at the Genoa Township Hall. The Pledge of Allegiance was then said. The following board members were present constituting a quorum for the transaction of business: Gary McCririe, Paulette Skolarus, Robin Hunt, Todd Smith, Jim Mortensen and Jean Ledford. Also present were five persons in the audience.

Moved by Hunt, supported by Mortensen, to approve the Agenda with minor changes to petition No. 2 and the addition of Agenda item E. Disposition of the final PUD Plan. The amended agenda was voted and carried unanimously.

A call to the public was made with no response.

1. Presentation of a plaque by Karleen Shafer and Irene Cahill to Genoa Township for the Perennial Garden on the Genoa Township site.

Irene Cahill and Karleen Shafer presented a plaque to the Township Board on behalf of the Michigan Nursery and Landscape Association. The plaque is a "Special Mention" Award for the Genoa Township Memorial Park Gardens. Shafer and Cahill have donated hundreds of hours of time to the establishment of the memorial park and have been successful in obtaining grant money for the further enhancement of the gardens that are located on the site of the Township Hall. The perennial garden was designed as both a nature preserve and wildlife habitat with plantings of trees and other vegetation that are native to Michigan. The board thanked Shafer and Cahill for their hard work on behalf of the Genoa Township as well as the honor granted by the Michigan Nursery and Landscape Association.

2. Request for approval of a conceptual PUD plan corresponding to a PUD agreement, rezoning, impact assessment and site plan for a rezoning of .69 acres, located on the northwest corner of Grand River Ave. and Euler Road, Section 13. The request is to rezone property from IND (industrial) to OSD (PUD) (office service PUD) petitioned by Grand Euler Inc./ Ron Godair, as reviewed by the Planning Commission on Oct. 28, 2003.

A. Disposition of rezoning request.
Moved by Mortensen, supported by Ledford, to approve the rezoning request as presented. The motion carried unanimously.

B. Disposition of Conceptual PUD Plan.
Moved by Mortensen, supported by Skolarus, to approve the Conceptual PUD Plan with the following conditions:
1. Manufacturer's cut sheets for the lighting fixtures shall be provided.
2. One monument sign shall be permitted, which shall be subject to all setback requirements and approval of Township staff and engineer as to the location and shall be constructed to match the brick that is used on the building.
3. Petitioner is to remove the existing pavement and building on the site and re-landscape that area, including the abandonment of the two driveways along Grand River.
4. The petitioner shall comply with all Township engineer requirements.
5. All water softening is to be done with potassium regenerated softeners and no direct discharge of softened water shall enter into the sanitary sewer system.
6. The building colors and materials are to be similar to those presently used on the Genoa Township hall.
7. Dust control measures shall be added to the site plan and to the construction plan.
The motion carried unanimously.
C. Disposition of Impact Assessment.
Moved by Mortensen, supported by Skolarus, to approve the impact assessment as presented. The motion carried unanimously.

D. Disposition of PUD Agreement.
Moved by Ledford, supported by Smith, to approve the PUD agreement conditioned upon review and approval by Heikkinen and the addition of the following language being added to Exhibit "D" - "No Special Land Uses shall be allowed on this site pursuant to the zoning ordinance in effect January 2003." The motion carried unanimously.

E. Disposition of the Final PUD Plan.
Moved by Ledford, supported by Hunt, to approve the Final PUD Plan with the same conditions as enumerated in Item B (above). The motion carried unanimously.

3. Request for approval of an amendment to the Road Improvement Advances Fund #264 as submitted by Skolarus.

Moved by Mortensen, supported by Hunt, to approve the amendment as submitted. The motion carried unanimously.

Administrative Business:

Moved by Ledford, supported by Hunt, to approve for payment vouchers totaling $646,867.87 as submitted. The motion carried unanimously.

Moved by Mortensen, supported by Ledford, to approve the Minutes of the January 6, 2003 regular meeting of the board as submitted. The motion carried unanimously.

Moved by Skolarus, supported by Ledford. To reduce the refuse fee and administration fee for property identified as 11-22-101-001 in the amount of $33.31 and $.33 respectively. The motion carried unanimously.

Moved by Ledford, supported by Mortensen, to remove a delinquent utility bill from the 2001 winter tax bill in the amount of $108.90 and $1.09 for property identified as 11-22-302-002. The motion carried unanimously.

The regular meeting of the Genoa Township Board was adjourned at 7:40 p.m.
