Board of Trustees Meeting on May 19, 2003

AGENDA

1. Request for approval of the final site plan, PUD agreement, and environmental impact assessment for proposed 48-unit apartment complex (Waters Edge), located on the north side of Bendix Road, west corner of Grand River Ave. Sec. 13, petitioned by Waters Edge Development Group, as discussed by the Planning Commission 04-29-03.

C. Disposition of final PUD site plan.

2. Request for approval of an agreement between Genoa Township and the Economic Development Council of Livingston County allowing EDC to act as the Township's consultant with respect to economic development projects at a cost of $6,000.00.

3. Consideration of an amendment to the General Fund Budget for fiscal year 2002/03 and discussion of the 2003/04 General Fund Budget.

4. Request for approval of contracts with the Livingston County Road Commission.

A. Cunningham Lake Road (from Sundance east to Bauer), $83,700.00.
B. Del-Sher Subdivision (rehabilitation), $52,500.00.
C. McClements Road (from Kellogg to the Township Line, $112,800.00.
D. Mountain View Subdivision (rehabilitation), $85,000.00.

5. Request for approval of a contract change order with Boss Engineering at a cost of $2,750.00.

6. Request for approval of a schedule of meetings for Fiscal years 2003/04.

MINUTES

Supervisor McCririe called the regular meeting of the Genoa Township Board to order at 7:00 p.m. The Pledge of Allegiance was then said. The following board members were present constituting a quorum for the transaction of business: Gary McCririe, Paulette Skolarus, Robin Hunt, Anthony Combs, Jim Mortensen and Jean Ledford. Also present were Township Manager Michael Archinal and two persons in the audience.

Moved by Ledford, supported by Mortensen, to approve the Agenda as presented. The motion carried unanimously.

A Call to the Public was made with no response.

1. Request for approval of the final site plan, PUD agreement, and environmental impact assessment for proposed 48-unit apartment complex (Waters Edge), located on the north side of Bendix Road, west corner of Grand River Ave. Sec. 13, petitioned by Waters Edge Development Group, as discussed by the Planning Commission 04-29-03.

Moved by Hunt, supported by Mortensen, to approve the PUD agreement as presented. The motion carried unanimously.

B. Disposition of impact assessment.
Moved by Skolarus, supported by Mortensen, to approve the impact assessment dated
03/11/03. The motion carried unanimously.

C. Disposition of final PUD site plan.
Moved by Ledford, supported by Combs, to approve the final PUD site plan with the following conditions: 1. Township Attorney Rick Heikkinen will review and approve the ingress and egress easement. 2. Any engineering issues are to be complied with at the time of construction plan submittal. The motion carried unanimously.

Moved by Mortensen, supported by Combs, to approve the amendment to the General Fund Budget as submitted. The motion carried unanimously.

The proposed budget for the next fiscal year was discussed with no formal action taken on the 2003/04 Budget.

4. Request for approval of contracts with the Livingston County Road Commission.

A. Cunningham Lake Road (from Sundance east to Bauer), $83,700.00.
Moved by Skolarus, supported by Ledford, to approve the contract as submitted. The motion carried unanimously.

B. Del-Sher Subdivision (rehabilitation), $52,500.00.
Moved by Ledford, supported by Mortensen, to approve the contract as submitted. The motion carried unanimously.

C. McClements Road (from Kellogg to the Township Line, $112,800.00.
Moved by Hunt, supported by Mortensen, to approve the contract as submitted. The motion carried unanimously.

D. Mountain View Subdivision (rehabilitation), $85,000.00.
Moved by Combs, supported by Ledford, to approve the contract as submitted. The motion carried unanimously.

5. Request for approval of a contract change order with Boss Engineering at a cost of $2,750.00.

Moved by Ledford, supported by Skolarus, to approve the change order as requested. The motion carried unanimously.

6. Request for approval of a schedule of meetings for Fiscal years 2003/04.

Moved by Ledford, supported by Combs, to approve the schedule of meetings with minor changes. The motion carried unanimously.

Administrative Business:

Moved by Mortensen, supported by Ledford, to approve a contract with J.C. Pearson & Sons Asphalt for repair of the township drive entrance. The motion carried unanimously.

Moved by Ledford, supported by Hunt, to approve for payment vouchers totaling $303,352.76 as submitted. The motion carried unanimously.

Moved by Hunt, supported by Mortensen, to approve the Minutes of the April 21, 2003 regular meeting of the board as submitted. The motion carried unanimously.

Archinal will take care of the broken asphalt between the school and Brookwood Meadows subdivision and will follow-up on the abandonment of the foundry building.

The regular meeting of the Genoa Township Board was adjourned at 7:45 p.m.
